The lower reaches of the river Itchen before it flows into it's tidal estuary running from the White Swan Inn down to Woodmill. The whole of the eastern bank enjoys full public access, with some small areas of the western bank also available. This is a popular place with coarse fishermen, and is for the most part a public park, so expect to see plenty of people. That said, it is the river Itchen, which most people do not have the opportunity to fish at all.
